[metacity] decorations in border only windows

Bug Description

Binary package hint: light-themes

Running `metacity-theme-viewer` it seems that border only windows have instead the window title. Try running `metacity-theme-viewer Radiance` and compare it with `metacity-theme-viewer Clearlooks`

James, you have to specify the theme to view/test as argument, unless metacity-theme-viewer will render Atlanta theme by default.
