Bug Description

The init script for sfcb does not create the $PIDFILE (missing --pidfile option in start-stop-daemon in start action) so it fails to properly report the status of the sfcb daemon.

It should be changed to make use of now-standard status_of_proc() function.

    let SFCB fallback on /etc/pam.d/other (LP: #262455)
  * debian/sfcb.init: Fix status action so that it doesn't always report SFCB
    as started (LP: #262635)
  * debian/control: added dep on lsb-base to be able to use status_of_proc
