support a BYOBU_DISABLE environment variable, such that ssh clients could globally disable byobu-launch-by-default

Bug Description

Binary package hint: byobu

This bug affects:
 * byobu
 * openssh-server
 * openssh-client

We would need to whitelist a new variable, BYOBU_DISABLE, on both the SSH client and server, and allow that to be transmitted from the ssh client through to the session on the ssh server.

We also need byobu-launch to respect that variable.
