Create PAE enabled 32bit install vmlinuz/initrd

Bug Description

Binary package hint: debian-installer

Xen guests which are 32bit need to be PAE Enabled.

I would be great if ubuntu supplied a 32bit PAE enabled server/netboot vmlinuz/initrd for installation under Xen.

This initrd would also require the following modules to be included:

drivers/block/xen-blkfront.ko
drivers/net/xen-netfront.ko
