Bug Description
Binary package hint: libnet-twitter-perl
libnet-twitter-perl will FTBFS if DNS is not functioning and/or twitter.com isn't reachable due to its network tests being part of the build process. The network tests are spread over two test files; Debian successfully patched one to only run if an env var is explicitly set but did not patch the other.

Thanks, I will upload this package with minor changes:
* I ran 'update-maintainer' to update the Maintainer field
* I added .patch to patch file name (in my opinion a patch should end with .patch or .diff)
* I made the patch header DEP-3 compatible (Ubuntu -> Bug-Ubuntu)
* I shortened the launchpad link
