libzorpll3.0.6 uninstallable due to missing libcap1 dependency

Bug Description

The following packages have unmet dependencies:
  libzorpll3.0.6: Depends: libcap1 but it is not installable

libcap was deprecated and removed from the archive during the karmic cycle, libcap2 is the replacement.

SRU justification:

The package is uninstallable.
A no-change rebuild is sufficient to fix it. A rebuild for Lucid will also be required when the archive opens.

TEST CASE:
$ sudo apt-get install libzorpll3.0.6
[sudo] password for ilya:

In local testing, the rebuilt package installs. zorp installs and starts successfully.

I can confirm that libzorpll3.0.6 from karmic-proposed, 3.0.6.4.2+nmu1build1, installs successfully. I also verified that zorp both installs and via strace confirmed that it still queries and modifies its process capabilities through capget(2) and capset(2).
