I can confirm this bug is a regression.

Copying the comments I wronly wrote on another bug:

Upstream does not suffer of this regression. It is introduced
in introduced by Ubuntu in debian/patches/30_raise_not_toggle.patch

It seems this bug was introduced on purpose (see #392153), which is a shame.

In order to get the same behavior of empathy(upstream), you can do the following:

$ sudo apt-get build-dep empathy
$ apt-get source empathy
$ cd empathy
$ rm debian/patches/30_raise_not_toggle.patch
$ dpkg-buildpackage -rfakeroot -b
$ cd ..
$ sudo dpkg -i empathy_2.28.0.*.deb

A change on this behaviour will not be accepted on the stable upstream.

We should split the behavior out so it toggles when clicking on the notification icon (if you are using it) and raises when clicked in the messaging indicator. This would match the behavior in pidgin. We can't get this done for Karmic, but should plan to do this for Lucid.

Every default program in the tray work in the described way (show/ hide by clicking on the icon).

This programs are the "volume control applet", "network-applet" and the "clock/date-applet".

For this reason empathy should work also in that way!

Is a basic way and is a feature that worked perfectly in jaunty.
I can not believe that can not be corrected until lucid.

I have updated the patch to toggle if empathy is not configured to use the indicator. The updated patch is in lp:~ubuntu-desktop/empathy/ubuntu, however we should talk to the release team to find out if this is SRU material. It could be considered a regression.

As I wrote here: https://bugs.launchpad.net/ubuntu/+source/empathy/+bug/459049 , the latest version of empathy works as expected. I use the Empathy Developer Version (ppa:telepathy/ppa).

apt-cache policy empathy
empathy:
  installed: 2.28.1-1ubuntu1+ppa9.10+1

Ken pushed the trivial patch to bzr. Sponsoring now.

This will get accepted into -proposed right after karmic release.

Ah.. this is working fine now, the workaround on previous version was to press Esc to send the application to the tray again, with this update on proposed clicking on the icon works again and also the Esc way still works, nicely done!. Marking this a verification done. Thanks all.
