Milestones portlet on ProductSeries:+index vanishes when all milestones inactive

Bug Description

The milestones portlet on ProductSeries:+index only appears when it has active milestones to list, even though it always has a link to view the inactive ones as well. This means that deactivating your last milestone removes access to the listing of milestones, unless you hunt through Product:+index for the "Milestone history" link.

I think that portlet should be shown if there are *any* milestones, active or inactive.

I favour dropping the portlet. The milestones should be in the main content of the page when they are need. I will definitely incorporate milestones into the series pages I am about to redo. We need to communicate there are no active milestones in some cases. I don't want to have to guess between missing data or bad page design when I do not see milestones.
