Removing gcc renders dkms unusable yet it raises no warning in Synaptic

I've committed this to git HEAD as 3fc1bbfbab8d5bb8d70e03a3bfb43ee9b61936f4

"Promote gcc to depends. There are cases where it really won't be a Depends, but it's better to prevent users from breaking their systems with it as Recommends"

This bug was fixed in the package dkms - 2.0.21.0-0ubuntu1
