Broadcom 'wl' driver should claim to be activated when b43 is not loaded or blacklisted

Bug Description
The current version of jockey will offer Broadcom STA driver vs B43 properly when the machine's hardware supports both. There is a case missing however when the STA driver is the only supported driver. Jockey shouldn't claim that it needs to enable and blacklist b43 in these cases, since it is already implicitly enabled.

You mean "disable" here? Otherwise I don't know what you mean.
