Bug Description

Binary package hint: compiz-fusion-plugins-extra

I guess that's the package that Shelf is in. Ubuntu 8.04
When I have one window selected, I can mouseover a different window and change the opacity of the window I'm over. With the Shelf plugin, it scales the window that's selected, not the one the mouse is over.
I favor using the window I'm over, since I'm used to that, but regardless, they should both act the same way.

Right now (Karmic) if you scale one window and then move the mouse to a different window, the first event scales the previous window, but then it starts scaling the one the mouse is on.
