Launchpad invites registering an "open source" project with a "proprietary" license

Bug Description

The heading <https://launchpad.net/projects/+new> says "Register an upstream open source project", but the form then gives "Other/Proprietary" as one of the license checkboxes.

Either this form is appropriate for registering a proprietary project, or it isn't. If it is, the heading is wrong. If it isn't, the checkbox is wrong.

Probably it would save time to fix this bug at the same time as bug 222172.
