The word "upstream" is confusing on the project registration page

Bug Description

The reference to "Upstream" on https://launchpad.net/projects/+new confuses some developers who register projects.

The text currently says "Register an upstream open source project"

I believe a good rewording should be "Register an open source project"

It may save time to fix this bug at the same time as bug 252995.
