That's because the file '/usr/include/bio2jack.h' has moved from package libbio2jack0 0.7-0.1build1 in Gutsy to package libbio2jack0-dev 0.9-1 in Hardy.
libbio2jack0-dev 0.9-1 probably needs to conflict with libbiojack0 0.7-0.1build1 ?

This happens during a {Dapper,Gutsy} -> Hardy upgrade, Jaunty is not affected.

I can confirm that the version in hardy-proposed fixes the problem. With the version in release the upgrade from the gutsy version fails; with the version in proposed it goes smoothly.
