Bug Description

New timezone data, with the following timezones impacted:
- Mexico will no longer observe DST except near the US border.
  Chihuahua moves to year-round -06 on 2022-10-30.
- Fiji no longer observes DST.

Accepted tzdata into kinetic-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/tzdata/2022f-0ubuntu0.22.10.0 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

All verifications done (except for ICU data which wasn't ready) on bionic, focal, jammy and kinetic using fresh LXC containers and the instructions from https://bugs.launchpad.net/ubuntu/+source/tzdata/+bug/1986984 adjusted for the new data updates.
