Bug Description

rutilt was removed from Debian a decade ago. It currently fails to build -- obsolete debhelper-compat which is easily fixable but it doesn't seem to make sense to keep it around.

FTR the package we had in Ubuntu was never related to the Debian packaging, so I don't class the Debian removal as relevant rationale here (and that's why it wasn't removed via process-removals); but as an unmaintained Ubuntu-specific package that's not being maintained, it's also fine to remove it.
