update-manager package changelog contains non-conformant date

Bug Description

Reported for update-manager 1:21.04.8, but this applies to many earlier versions.

The update-manager deb package changelog file contains this non-conformant date:

  Thu, 24 April 2014 14:58:38 +0200

It should be changed to:

  Thu, 24 Ap 2014 14:58:38 +0200

The date prevents the correct parsing of the file. For example, aptitude-changelog-parser produces this error:

  aptitude-changelog-parser: warning: changelog(l781): invalid abbreviated month name 'April'
  aptitude-changelog-parser: warning: changelog(l781): cannot parse non-conformant date '24 April 2014 14:58:38 +0200'

  * debian/changelog: Fix the date in an old changelog entry. (LP: #1927850)
  * tests/test_meta_release_core.py: use distro_info to determine a supported
    release to test instead of Lucid which was hardcoded.
