PBUILDERROOTCMD should default to "sudo -E"

Bug Description

Binary package hint: pbuilder

sudo now cleans the environment always as of version 1.6.9p6-1ubuntu1.

Therefor recipes like the one at https://wiki.ubuntu.com/PbuilderHowto#head-1be378ab60d3bab23eefabce49cf7df927d46f81 do not work. $DIST is not set anymore, when "sudo pbuilder" gets called.

The fix appears to be using "sudo -E" for PBUILDERROOTCMD by default, which keeps the environment as is.
