"Report a bug" page for non-Bugs-using project assumes you're not the registrar

Bug Description

If you are the registrar for a project, looking at the "Report a bug" page, everything on the page is written as if you're a random contributor. "Are you sure this is a bug in _upstream_ name-of-project?" "Launchpad doesn't know what bug tracker bzr-cvs uses. Do you know? _Tell us about it_." And the latter is an e-mail link, which people are unwilling to use.

Instead, for project registrars, this page should immediately give them the option to use Launchpad for bugtracking. For people who aren't project registrars, it should perhaps direct people to the project registrar (or to Launchpad Answers?) instead of to an e-mail address.

It would save time to fix bug 106908 at the same time as this bug.
