Bug Description
Colin reported that after upgrading from Xenial to Yakkety with libvirt installed, the libvirtd.service isn't enabled. It looks like some systemd links were not properly handled.
Testcase:
- Base Xenial server install
- sudo apt-get install virt-host^
- systemctl status libvirt-bin (should return enabled)
- sudo do-release-upgrade [-d]
- systemctl status libvirtd (should again return enabled)

With this change, the package upgrade seems to work for me.
