cgmanager & utah use cgroup-lite at the moment. Can both please convert to using cgmanager?

This patch allows libvirt in a container running cgroxy to start a kvm vm with proper cgroup support. There are a few things which still need fixing, and container support will require more work. Just posting a patch here since lp:libvirt is too out of date to keep a tree against it.
