please add cloud-localds from make-seed-disk

Bug Description

make-seed-disk is a utility that i wrote at [1]. It just creates local image "datasource" for cloud-init.

I think I'd like it named 'make-localds'. The one issue I have with this is that it adds Depends on genisoimage, and probably a Suggests on mtools. Both of those are 'main', but since cloud-utils is in the cloud-images, i dont want to pull in additional packages.
