Note for Xenial: The highest version of Inkscape with GTK < 3.22 is 0.92.5 so this version is published here for Xenial. A PPA with backported Bionic GTK 3 (and dependencies) [*] makes it possible to run the newer Inkscape (and newer of other programs) on an upgraded Xenial system (the GTK PPA includes Inkscape 1.0.2 and other newer programs requiring GTK >= 3.22).

Notes for Focal: Latest Inkscape versions require deps not on Focal i386 whitelist (libgdl-3-dev, libgtkmm-3.0-dev, libgtkspell3-3-dev, and ragel). To make Launchpad build these packages for Focal i386 the source here is renamed with gconf being gdl, gtkmm2.4 = gtkmm3.0, gspell = gtkspell3, and rasqal actually being ragel. Using tilde after the Ubuntu package versions means amd64 packages found in default Focal repos will not be superseded.
