Member of the OpenUCS CoreDev Team:
1. understand packaging concepts, having substantial experience uploading packages through a sponsor
2. apply this knowledge by uploading new packages, and updating existing packages, in the main component
3. may also contribute to the main component in cooperation with a maintainer
4. answer questions of other developers in order to expand their understanding of the packaging process
5. provide guidance for prospective OpenUCS developers regarding technical issues
