IBus Avro Phonetic for inputting Bangla

But progress has been made, and I have deleted the packages in this PPA. Reason: Avro Phonetic is now available as an official Ubuntu package.

The package name in Ubuntu is ibus-avro instead of just avro. So to install ibus-avro:
sudo apt install ibus-avro
If you previously has installed the avro package from this PPA or somewhere else, I'd recommend that you install the ibus-avro package. (Doing so will automatically remove the avro package.) That way you'll get the version which is currently best working, and will get fixes of important bugs (if any) automatically through ordinary package updates.
Adding this PPA to your system
You can update your system with unsupported packages from this untrusted PPA by adding ppa:gunnarhj/avro to your system's Software Sources. (Read about installing)
sudo add-apt-repository ppa:gunnarhj/avro
sudo apt update
