Postfix with UTF8 support

PPA description

This enables #ifdef SNAPSHOT code in Postfix, most notably in dict_pgsql.c (https://github.com/vdukhovni/postfix/blob/postfix-3.6/postfix/src/global/dict_pgsql.c#L351-L359).
