POWER9 backports for ScalingStack
PPA description
These packages are all needed for both bos01 and bos02 except for libvirt, which bos01 gets a new enough version of via the Ubuntu Cloud Archive.
Summary of changes:
- libvirt:
- add POWER9 to cpu_map.xml
- patch virt-aa-helper as per LP:1709818 for newer qemu
- qemu:
- backport from focal
- drop to debhelper 9
- disable features with unavailable dependencies
- butcher debian/rules to deal with debhelper incompatibilities
- patch to revert format of `qemu-img info` for xenial Nova
- patch to re-enable kvm support for ppc/power
- BUG: does not enable and start qemu-kvm.service (dh-systemd problems)

- patches to fix the testsuite as a result of ^
