After using Jens's instructions, I had the same problem as Crakie. Swapon showed the priority -1 for my swap partition.
In the swapon man pages, I found that the priority should lie between 0 and 32767.
After adding 'pri=32767' to the swap partition's options in /etc/fstab, the swap partition is used.
