In Xenial virtual machine installed .20 from proposed, did

--->
ua detach --assume-yes
apt update
apt upgrade
apt install hello
update-manager
<---

and confirmed that update-manager just says "The software on this computer is up to date. However, Ubuntu 18.04.6 LTS is now available (you have 16.04)."
