There is an agreement that David and I have reached (on 12 Dec):
1. OEM translations are uploaded to Launchpad (probably Monday next
week)
2. David notify Aron when the upload happens (also probably Monday
next week)
3. Ubuntu Simplified Chinese Translators team team review them in their
own time if they like, without any deadlines
4. The translations, along with all other community changes in
other packages, are exported in the weekly language pack
tarballs [2] as usual (on Tuesday, finishing on Wednesday, as
per the schedule [3])
5. The language packs are built in the weekly PPA [4] as usual (on
Wednesday, finishing Thursday)
6. OEM copies those language packs from the PPA and uses them for
their project. They will _not_ be released to maverick-proposed
or maverick-updates until the Ubuntu Simplified Chinese team
have given their sign-off, on the next round of language pack
updates [5]
