Thenk you all for your postings of the dnssd output. I have found the problem now: It is caused by UTF-8 characters in the printer descriptions of remote CUPS queues, especially from Mac OS X systems.
This prevents the new printer wizard of system-config-printer to work at all if there is somewhere a CUPS queue in the network which uses UTF-8 characters in the printer description. This is nearly always the case if there are Mac OS X machines. Even local printers cannot get installed then. One can also see on the number of duplicates that this bug is of high impact. Therefore I am raising the importance of this bug and propose it as a freeze exception for Karmic.
The fix (patch attached) is a one-liner, no risk of regressions.
