A USB drive with Impish made by Rufus 'UEFI only' & GPT fails in my Dell Latitude E7240 with the same message as a cloned drive.

Where (in which operating system) and when (at what stage) should we run

efibootmgr -v
tar -cvf boot-debug,tar /sys/firmware/efi/efivars/Boot*

Maybe I'm stupid, but I ask because what we want to run does not boot.
