  * d/patches/d-fix-1.38-self-bootstrap.patch: backport patch from upstream
    to allow warnings to not fail the build, which allows rustc 1.38 to be
    bootstrapped with itself.
    - adds d/patches/d-fix-1.38-self-bootstrap.patch
    - updates d/patches/series
    - updates debian/config.toml.in
