quantlib 1.3-2 source package in Ubuntu

Changelog

quantlib (1.3-2) unstable; urgency=low

  * debian/control:
    - Following discussion with ftpmasters, revert back to
      simpler scheme of using 'libquantlib0' for the library package as the
      upstream soname is not changing, and we only have two dependencies for
      this package.
    - No Conflicts: etc on libquantlib-1.3 needed as the latter never
      entered the Debian archive

  * debian/*: Updated several files to reflect libquantlib0
