pyspf 2.0.13-6 source package in Ubuntu

Changelog

pyspf (2.0.13-6) unstable; urgency=medium

  * Add d/p/0006-Use-timeout-parameter-when-using-dnspython.patch and bump
    minimum python3-dnspython version to 1.16.0 so that setting timeout works
    when using dnspython as the package DNS module
