I have reproduced the issue with opencity failing to upgrade when moving from the version in intrepid, 0.0.5.1stable-1, to the version in jaunty, 0.0.6.1stable-3, and can confirm that the version in jaunty-proposed, 0.0.6.1stable-3ubuntu1, fixes the problem (I had to reproduce this while upgrading via apt-get; upgrading through update-manager ordered things in such a way that the failure didn't get reproduced). The application successfully starts once installed.
