I have identified this bug after many tries upgrading and downgrading packages.

---TEMPORARY SOLUTION---

The issue does not happen if
1)I purge nvidia drivers
OR
if I downgrade to
2) sudo apt-get install ubuntu-drivers-common=1:0.2.91.4
