the screenshots indicate that you have disabled wireless in nm-applet. To me it looks either like a user/usage problem, or a bug in the rfkill switch functionality.
For wpasupplicant, I don't see anything to do here. for NM, I'm not sure. In any case, please try updating the bug description to make the actual problem clearer. TBH, I'm very much inclined to just mark this bug as duplicate of bug #105420.
