As suggested in the Debian bug report (http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=573007), I am doing this as a workaround:

In /etc/udev/rules.d/70-persistent-net.rules, map the broken MAC addresses to eth0 and eth1.

So far this works between reboots, although when I tested the previous Lucid alpha, it would rename my interfaces constantly between reboots. Fortunately, this is my network router so I don't reboot that often.
