I guess this is same pattern ath_pci's problem, and this is not Network Managers bug.

/etc/pm/config.d/local:
SUSPEND_MODULES="forcedeth"

If it fixed the problem, please chenge this bugs"Affects", to "linux (Ubuntu)".
