To be honest, I suspect this to be a bug in network-manager rather than wpasupplicant. Could you please try to configure your network in /etc/network/interfaces as described in /usr/share/doc/wpasupplicant/README.modes? Please attach (not paste) your /etc/network/interfaces plus debug logs.
you can generate the debug log of wpasupplicant using `sudo wpa_cli`, and issuing the command 'level 0' at first.
the debug log of ifup can be created by issuing 'sudo ifup --verbose ra0' (or whatever your interface is)
