I found out that this bug is related to indicator-sound package.

Steps to reproduce:
1. Ensure that you have indicator-sound running in your panel aka sound menu (the speaker icon).
2. Start gnome-terminal. Run speaker-test.
3. Run gnome-volume-control.
4. Select the Output tab.
5. Set the "Output volume" slider to 100%.
6. Drag the Balance slider all the way to the left. The volume should be decreasing each time you move the slider.
7. Set the "Output volume" slider back to 100%.
8. Remove the indicator applet (sound menu, the speaker icon) from the panel.
9. Drag the Balance slider all the way to the left. Watch the volume level, it shouldn't be changing.
10. Readd the indicator applet.
11. Drag the Balance slider all the way to the left. The volume should be decreasing each time you move the slider.

You can use pavucontrol instead of gnome-volume-control, which will give you the same results.
