hypre (2.28.0-5) unstable; urgency=medium

  * Team upload.
  * update debian patch fix_make_check.patch to allow checkpar
    tolerance to be relaxed. Relax tolerance to 1e-3, only on
    arches which didn't meet the default tolerance 1e-6:
    arm64 i386 ppc64el s390x hppa powerpc ppc64
    Handled via new makefile variable HYPRE_CHECKPAR_TOL.
