hypre (2.22.1-4) unstable; urgency=medium

  * Team upload.
  * reinstate versioned library packages
    libhypre-2.22.1, libhypre64-2.22.1, libhypre64m-2.22.1
    in line with standard shared library Policy 8.1.
    Version restriction by shlibs file was making petsc3.14
    uninstallable alongside petsc3.15, interfering with deal.ii
    installation. ABI stability is not provided by HYPRE, so a new
    shared library package will be needed for each upstream patch
    release. Closes: #998411.
  * Provides,Conflicts,Replaces unversioned libhypre[64] (2.22.1)
  * drop custom shlibs files
  * provide static .a libraries in libhypre*-dev packages
