Comment 13 for bug 203217

I am an administrator in the same position that everyone above me is in. We get reports from our large user base about not being able to even use a desktop for upwards of 10 minutes, panels not displaying etc. If anyone knows the way to disable this be default I'd appreciate it much. If I can find out some kind of workaround I promise to post it.
