I found the same problem with the Emacs 23 packages from Debian Sid.

ii emacs23 23.1+1-4
ii emacs23-bin-common 23.1+1-4
ii emacs23-common 23.1+1-4

But Emacs 23 in Fedora 11 Updates has not this problem.
