This is a local problem it seems, if /proc isn't mounted then not many things will
work well.

It's possible that something in the upgrade unmounted /proc, but I have no idea
what would cause that.

I'm marking this as "Incomplete", as it's not a problem with this package, and there
isn't enough information to know where the problem lies.
