I am sorry if reported this bug to the wrong package. I followed the "bug reports" link from this page: https://packages.ubuntu.com/focal/libapt-pkg-dev

These bugs do not require any privileges to trigger. As you say, I think part of the problem is that polkit checking is done too late. Although the main problem is, of course, the bugs in the C code.
