Not much to add, you've said it all. Dapper is not affected by this and feisty will reach EOL next week. As said above, the choice had to be made between preserving user changes on upgrade, and syncing perms with package defaults. Maybe we could add a note about it in the changelog in order to inform the users and reduce bug reporting ?
