txLoadBalancer 1.0

Based on the code of PyDirector, txLoadBalancer 1.0 was released today. Version 0.9 was API-identical to PyDirector 1.1, but with the txLoadBalancer 1.0 release, we have left behind the threading and asyncore legacy permanently: the code is no longer present and the load balancer is 100% Twisted-based now. There is a great deal left to do in all areas of the code, with lots of opportunities for contributors, so feel free to file some tickets and create some branches :-)
